What:
Colorado Rocky Mountain SWANA in conjunction with the Colorado Department of Public Health and Environment is hosting a one day workshop on air quality and storm water management for solid waste facilities including composting, transfer stations, landfills, recycling centers, and maintenance facilities.

Storm Water Permits and Management Issues

General overview of the Colorado Discharge Permit System requirements and applicability to Solid Waste Facilities:
Who is required to have a Colorado stormwater permit (landfills, transfer and hauling facilities, trucking operations, compost facilities, recyclers, etc) and when?
Differences between governmental and private business and the types of permits required: Light Industry, Heavy Industry, etc
Overview of construction projects (over 1 acre) impact on permit requirements and the waiver process
Overview of typical permit requirements and submittals for each type of permit and/or facility.
Overview/examples of Stormwater Management Plans?
Overview/examples of stormwater Best Management Practices including implementation and maintenance.
Overview of typical monitoring requirements for a facility including effluent constituents, typical sampling and analytical methods.
CDPHE inspection and enforcement actions: when do they occur and how are they conducted?

Air Quality – Fugitive Dust Emissions and Related Issues

General overview of applicable AQCD regulations (for the solid waste industry)
Changes in AP-42 and potential impacts on the solid waste industry (particularly Title V NMOC)
Regulatory point of compliance (facility or operational boundary of the dust source) and overview of typical enforcement criteria
Overview of facility boundary definition (e.g. does it always include all disposal units, including older closed areas?)
Overview/examples of air quality control BMPs.
Overview of regulatory inspection items and AQCD expectations. Is a “typical” guidance inspection checklist available?
Overview of air quality regulatory requirements for transfer stations, recycling facilities, collection operations maintenance facilities, composting operations. Considerations for co-located facilities (e.g. a composting operation located at a landfill).
How landfill odors and fires are typically regulated and enforced: Is it common to include these items in emissions permits?
Special offer to small sites needing assistance for emission permits: Dana Podell, CDPHE-Air Quality, will be on-hand to provide assistance to complete required forms for emission permits.
AIR QUALITY SESSION ATTENDEES: Plan to bring the following items to get the most from the session:
- Copy of the most recent APEN application and permit
- Copy of the design capacity report (if you don’t have 1 and 2 this class is for you!)
- Map of the facility location with marked boundaries
- The calculated maximum capacity of the landfill (from D&O, land use permit, CD, or calculations for the size of the landfill)
- Last 3 or 4 years total tons and/or cubic yards accepted annually
- Approximate length of roads and types (gravel, dirt, paved, etc) on site, in particular the haul and access roads and the number of vehicles using them (daily, weekly or monthly totals)

Cost:
