HB06-1074 - Waste Tire Fee Recycling Grants

Summary:
  • Extends the waste tire recycling development fee
  • Would allow grants for private enterprises/projects from the waste tire cash fund
  • Requires the advanced technology part of fee must be used for research, development and technology transfer related to waste diversion or recycling
  • Continued appropriation.

HB-06 1095 - Preference Purchase Environmental Products

Summary:
  • Requires governments to award contracts to bidder(s) who offer environmentally-preferred products if:
    1. Quality is equal to other products
    2. Products are suitable for use
    3. Product can be supplied in sufficient quantity
    4. Bid price does not exceed the lowest price for products that are not environmentally preferable
  • Requires reporting to JBC during first year
  • Amended to accept bids up to 5% higher than other products.
Status:
  • Vetoed by Governor
HB-1303 - County Hazardous Remediation Fund Development

Summary:
  • Dedicates a portion of the Hazardous Substance Response Fund to a new county environmental hazard remediation fund
  • Funding cannot go back to general fund
  • DOLA will administer
  • Division of Local Government to develop regulations
