- Requires governments to award contracts to bidder(s) who offer environmentally-preferred products if:
- Quality is equal to other products
- Products are suitable for use
- Product can be supplied in sufficient quantity
- Bid price does not exceed the lowest price for products that are not environmentally preferable
- Requires reporting to JBC during first year
- Amended to accept bids up to 5% higher than other products.
