PRESIDENT'S CORNER

Summer 2003

Although we do not hold bimonthly luncheon meetings during the summer, this is a very active time of year for your chapter's board members. We recently finished a very successful chapter Road-EO, as another article in this newsletter describes. With chapter financial support, our Road-EO champion will be going to the national event to compete against the best operators in the country. We have also been actively planning the Annual Meeting, which is also described elsewhere in this newsletter, for its Colorado Springs venue. I want to personally thank several board members for bringing these two events together: Adam Lovato, Mark McMullen and their committee worked tirelessly to make the Road-EO successful both as an event, and as a profit-making endeavor; Kathy Claes, Leonard Butler, Debby Barton, and Laurie Batchelder Adams have pulled together a good venue and an excellent technical program for the Annual Meeting. Please join me in giving them a warm "thank you" when you see them at the meeting.

Speaking of profits, your chapter's board has authorized scholarships to the Annual Meeting. These scholarships are intended to assist needy chapter members in traveling to and attending the meeting in Colorado Springs. Please see the article on scholarships in this newsletter, or call Laurie Batchelder Adams at 303-733-7943.

On a personal note, I have to admit it: solid waste management is in my blood. And as I have heard many times, once you've caught the solid waste bug, you cannot shed it from your system. Although I have accepted a position with a different operating company under the same umbrella company, and will have much less responsibility for solid waste management, I am sure that I will remain active within SWANA at the local level. I will, for example, serve as Past President for the next year. I look forward to seeing you in Colorado Springs, and to interacting with each of you in the future.

Annual Meeting Announcement Clarifications

Two clarifications or corrections are needed in the Annual Meeting Announcement and Registration that you recently received.

Early Bird Registration - Register by August 18 and receive a $25 discount.

Vendors/Sponsorships - The cost of a Vendor Display or Sponsorship is described in a memorandum sent to you by Curt Ahrendsen. Several levels of Sponsorship are available. If you are interested in a sponsorship, please read the sponsorship drive article in this newsletter and contact Curt at 303-948-7733.

Opportunities for Scholarships, Award, and New Member Rebates

The Colorado SWANA Board of Directors is offering two scholarships to members wishing assistance in attending the Annual Meeting next September in Colorado Springs, an award for a deserving member nominated for the Chapter's Outstanding Contributor during the meeting, and a $25 rebate to all new certified members who register between August and September.

Annual Meeting Scholarships Two scholarships of up to $250 are available to SWANA members who wish to attend the Annual Meeting but might not otherwise be able to participate. This sum will cover registration ($125 for members) plus additional expenses associated with attending the meeting. In order to qualify, submit your application to Laurie Batchelder Adams (or 303-733-7943) on or before August 15th. The application should include a short letter with your name, contact information, employer, your involvement in the solid waste industry, and your need. E-mail submittals are acceptable.

Outstanding Achievement Award The Colorado Chapter will recognize one individual for his/her contribution to the field of solid waste management in Colorado at its Annual Meeting this September in Colorado Springs. This award carries recognition of valued and distinguished service to SWANA, to the individual's employer and to the solid waste industry in general. Nominations can be made by a candidate or on behalf of a candidate, and include a one-page application. The award includes reimbursement of registration and lodging expenses associated with the Annual Meeting. Full details are available from Dick Sprague, the chapter President (303-764-1546).

New Member Rebate Offer Do you have a friend or colleague who'd like to join SWANA but can't find the funding? Well, this year the local Colorado Rocky Mountain Chapter will assist prospective new members by offering a rebate of $25. Here's how it'll work. If you sign up to become a new member between August 1 and September 30, 2003 at regular national membership rates and attend the annual meeting, the local chapter will send you a check for $25 upon verification of new member status payable to individuals, businesses, or municipalities. Annual Meeting Registration and Program Information

Mark your calendars and plan to attend the 2003 Colorado Rocky Mountain SWANA Chapter Meeting to be held September 11-12, 2003 in Colorado Springs at the Double Tree World Arena Hotel.

Registration information was sent out to Chapter members in July. The program will begin the afternoon of September 11, 2003 with a tour of the El Paso County Solid Waste Management Household Chemical Waste Collection Facility followed by a reception from 7-9 pm that evening at the hotel.

A full day of speakers is planned for September 12, 2003. There will be two program segments in the morning and two in the afternoon. These four segments will cover:

Fires, Drugs and Explosions - Tools for Effective Response by the solid waste community.

Our luncheon speaker is Troy Campbell, a senior consultant with the Center for Generational Studies who will talk about the attitudes and values of the four generations that influence your workplace every day. His presentation, entitled "From Ricky & Lucy to Beavis & Butthead" will provide you with the insight to understand the thought process and priorities of these very different groups and what you can do about it. Troy's corporate experience includes positions as Vice President, Human Resources for Village Inn, and Mr. Steak Restaurants along with Director of Training for Calloway Golf, Inc. He has also served on the management faculty of the University of Denver.

The afternoon will also include the annual business meeting to elect chapter officers, board members and adopt revised bylaws. General input from members is welcome and needed to help meet the coming year's needs of the solid waste community.

The annual meeting will conclude in the evening with a banquet at the Phantom Canyon Brewing Company in Colorado Springs.

Annual Meeting Sponsorship Drive

The Rocky Mountain Chapter of the Solid Waste Association of North America (SWANA) is holding our annual meeting on September 11 and 12, 2003 in Colorado Springs at the Doubletree World Arena hotel. We are actively looking for companies and individuals to help defray the costs of the meeting by becoming sponsors. Please be aware that there is limited space for tabletop displays so please contact us as soon as possible to sign-up.

This year our sponsorship levels are:

  • $75 - Vendor tabletop display during the Friday meeting
  • $100 - As a sponsor, the $100 will be used to defray our costs for the breaks scheduled during the symposium. Your firm's name will be placed on a sponsor board developed for this activity. Additionally, your firm's name will be on a summary slide of $100 sponsors.
  • $200 - As a sponsor, the $200 will be used to defray our costs for the breaks scheduled during the symposium. Your firm's name will be placed on a sponsor board developed for this activity and you may exhibit information about your company on a tabletop display placed at the meeting. Additionally, your firm's name will be on a summary slide of $200 sponsors.
  • $500 - As a sponsor, the $500 will be used to defray our costs for the breaks scheduled during the symposium. Your firm's name will be placed on a sponsor board developed for this activity and you may exhibit information about your company on a table top display placed at the meeting. Additionally, your firm's name will be verbally acknowledged by the Chapter at the beginning of the program and your firm's name and logo will be on a summary slide of sponsors.

If you choose to be a sponsor, your firm's check should be made payable to Colorado Solid Waste Association of North America and sent directly to me no later than August 31, 2003. 2003 Local Chapter Road-e-o Results

The 2003 SWANA Colorado Rocky Mountain Chapter Trash Truck Road-e-o was held June 21 at the Denver Coliseum. Sixteen drivers from the cities of Denver, Longmont, Northglenn, and Thornton competed against each other to determine the state champion.This year's competition category winners are as follows:

  • Rear Loader - Manual Montoya from the City and County of Denver
  • Roll Off - Keith Kovak from the City of Northglenn
  • Side Loader - Phil Baca from the City of Thornton
  • Transfer Trailer - Brice Lutz from the City of Longmont

In a closely contested championship round (15 point separated the top three finalists), Keith Kovak of Northglenn was named the State Grand Champion and will represent the Colorado Chapter at the International Road-e-o scheduled for August 23 in Albuquerque.

El Paso County Solid Waste Management
Permanent Household Chemical Waste Collection Facility

The El Paso County Board of County Commissioners formed the Solid Waste Management Department in 1990 to find short term and long-range solutions for problems concerning household chemical waste, environmental education and recycling in the county. The department is funded entirely out of a service charge, which is collected at the landfills located within the county. By utilizing this fund, the Solid Waste Management Department serves El Paso and Teller County residents.

Since the inception of the department 12 years ago, the foremost goal has been to better serve our populace by building a Permanent Household Chemical Waste Collection Facility which would provide year round drop for household chemical waste. Funding for construction of the $900,000 facility was made possible through contributions from El Paso County entities including $200,000 from the City of Colorado Springs Utilities, donations from Waste Management, Browning Ferris Industries, Transit Mix Concrete, Synthes Inc. and the Citizens of El Paso and Teller Counties.

Architectural design for the facility began in the spring of 2001. Construction began in November of 2001. The facility is 4402 square feet housing an administrative area consisting of office facilities and a conference room. The remainder of the building encompasses a household chemical waste drive though all weather receiving area of which a portion serves as the Drop and Shop corner. There is also a testing room, a processing area for categorizing and sorting materials, and storage rooms for latex paint, poisons, corrosives, reactives and flammables. The flammable room is fire rated, has its own dry chemical fire suppression system, a blowout sky light panel, explosion proof lighting and surround wall grounding strips. Outside and separate from the building is a storage building for flammable bulked barrels waiting for shipment and empty barrel storage. Adjacent to that building is another stand alone structure which provides an area for fireworks, ammunition, flares etc.

The design of this facility was based upon a milk run concept. A contractor is notified that a pickup is needed; the contractor comes to the facility and removes the products within one - two weeks after notification. If for some reason the contractor drops the milk run program we have adequate property to add mini storage units to insure sufficient quantities material to meet bulk quantity specifications.

To ensure the customer receives the best services possible the facility is operated by appointment only. Products accepted are paint and paint related products, lawn and garden chemicals and household products. Products not accepted used motor oil and antifreeze, automotive batteries, e and tires. The facility does not accept waste from business or industry will be accepted.

The construction contract for this state of the art facility was initially bid at $918,000 and 7 months construction. Final cost of the building was $870,148 and 5 months construction time. The El Paso County Solid Waste Management Department Household Chemical Waste Collection Facility will provide proper disposal and/or recycling of Household Chemical Waste for El Paso and Teller counties for many years to come.

To date the Permanent Facility has served over 1600 residents and collected over 17,000 gallons of latex paint, over 6,000 gallons of oil based paint and 125 55 gallons drums of various products.

In addition to the operation of the Permanent Facility the Department also conducts three satellite collection programs per year, one within the City Limits of Colorado Springs and two in outlying communities within El Paso and Teller Counties.

A tour of the facility is planned for Thursday September 11 at 4pm as part of the Colorado SWANA Chapter annual meeting.
