Celebrating Excellence in Colorado’s Solids Waste Industry: Recognizing Outstanding Contributions

Jesse Howells, Landfill Manager of Otero County Landfill, Inc. (OCLI) & Recycling

Received the prestigious Colorado SWANA Member of the Year Award for his instrumental role in the cleanup of the former Penrose Funeral Home site in Fremont County. Known as "Return to Nature," this site had become a tragic public health and environmental concern.

While several landfills declined to accept the waste, Jesse, along with two colleagues, Art Lucero and Theodore Garcia, in collaboration with the USEPA and CDPHE, led OCLI’s groundbreaking efforts to develop safe and effective operational procedures. These included disinfecting the waste, securely bagging it, and transporting it to Otero County Landfill for disposal. The process, which ensured public safety and environmental integrity, culminated in a timely and efficient cleanup that was deeply appreciated by affected families and local officials.

Jesse’s leadership and dedication were essential to this complex operation, earning him the admiration of colleagues and recognition from Colorado SWANA. His work exemplifies innovation and collaboration, showcasing how solid waste management can contribute to community healing in the wake of tragedy.

Ken Arguello, Administrator with the City and County of Denver Solid Waste Management Department

was honored as the Colorado SWANA Board Member of the Year for his long-standing dedication to organizing the Colorado Truck Road-E-O. This annual event brings together drivers, mechanics, and heavy equipment operators to compete and showcase their skills, with winners advancing to the National Road-E-O, which will be held in Georgia this year.

Ken’s tireless efforts include coordinating a small but dedicated planning committee, securing sponsors, managing logistics, and ensuring the event’s success. His leadership has also extended to hosting two National Road-E-Os in Colorado, further demonstrating his exceptional commitment to the industry.

Ken’s positive attitude, meticulous planning, and ability to rally a supportive community of volunteers and participants make him an indispensable figure in the success of these events.
